FMB file with PLL required file

How do I open a FMB file that has a depency on a PLL file?  I put the pll files in the same folder as the FMB file but no luck.  I don't see a way to associate the file using the GUI.  I'm a noob with the FormTool and would appreciate any guidance.

Google for "Oracle FORMS_PATH" .. it's a registry setting (and environment variable) set to 1 or more directories that contain your libraries and reference forms (for subclassing objects). 

Once you configure that FORMS_PATH setting correctly all Oracle (and our FormsTool) should pick up the libraries without issues.
